International Labour Organization – ILO

ILO has special responsibility for the world of work. Its goal is to promote opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Decent work sums up the aspirations of people for opportunity, decent income, rights, voice and recognition.

HIV-related Mission

HIV threatens ILO’s Decent Work Agenda. Recognising the social, economic and labour impact of the epidemic, ILO established the ILO Programme on HIV/AIDS and the World of Work (ILO/AIDS) to effectively respond to the pandemic. The objectives of ILO/AIDS are to:
  • Raise awareness of the economic and social impact of HIV and AIDS in the world of work
  • Help governments, employers and workers (tripartite constituents) support national efforts to prevent the spread and reduce the impact of HIV
  • Counter discrimination and stigma related to HIV status

At the core of the programme’s strategic plan is the implementation of the ILO Code of Practice on HIV/AIDS and the World of Work. The code provides a framework for action and contains fundamental principles for policy development and practical guidelines to develop concrete responses at enterprise, community and national levels. The code is complemented by a modular education training manual – a guide for action and framework for social dialogue. Other resource materials and policy guidelines have also been developed to guide strategic responses in sectors such as the education, transport and the informal economy.

Key Roles for the ILO within the Regional HIV and AIDS Team – RHAT

 Addressing the world of work responses to HIV and AIDS in the subregion with a focus on

  • Action-oriented research into the labour and socioeconomic consequences of HIV especially labour and employment impact
  • Advisory services on integrating workplace issues in national AIDS plans and businesses
  • Developing policies on HIV at national, sectoral and enterprise level
  • Workplace education, awareness raising and strengthening the capacity of social partners to respond to HIV
  • Advocacy and information, dissemination of good practices in workplace action, national laws and policies, data and research findings
