AIDS responses in Eastern and Southern Africa reach a number of important milestones this year as progress, strengths and ongoing challenges are assessed against a number of agreed international targets and promises. In 2001 UN member states signed a Declaration of Commitment on HIV/AIDS which included a series of ambitious targets and reports on progress against these targets are submitted every two years. The deadline for submission of the latest country progress reports was the 31st of January. These have been published on UNAIDS web sites as they were received and without any alteration. Civil society organizations and other partners have been involved in compiling many of the reports.
UNAIDS is now encouraging public sharing and scrutiny of these country reports in advance of a Review Meeting of UN member states in June 2008 to further discussion, debate and joint-assessment of progress between governments, civil society and other key stakeholders engaged in national AIDS responses.
Mark Stirling, Regional Director, UNAIDS Eastern and Southern Africa Regional Support Team, said: "These reports offer an important opportunity for us to take stock on progress so far made towards both the 2006 promises to achieve universal access to HIV prevention, treatment, care and support, and to the targets agreed by countries in the 2001 Declaration of Commitment."
Countries were requested to report on 25 core indicators ranging from AIDS spending and Government AIDS policies to the number of people receiving anti-retroviral drugs or the percentage of most-at-risk populations reached by HIV prevention.

The progress of national efforts to tackle AIDS is regularly reported in Eastern and Southern Africa. As AIDS responses mature, the quality and depth of monitoring and evaluation continually improves, leading to a better understanding of the various epidemics and an increased appreciation of the strengths and the weaknesses of the national responses to AIDS.
Many AIDS programmes report against both targets developed nationally and against targets developed internationally. Countries that signed the 2001 Declaration of Commitment are required to report against 25 indicators (see Fact sheets 2). Some of these indicators are also used to track progress towards the Millennium Development Goals and progress towards achieving universal access by 2010.
