In adopting the 2001 Declaration of Commitment on HIV/AIDS, Member States committed themselves to regularly report on their progress in responding to HIV to the General Assembly. The UN Secretary-General entrusted the UNAIDS Secretariat with the responsibility for developing the reporting process, accepting reports from member States on his behalf, and preparing a report for the General Assembly. Member States are required to submit country progress reports to the UNAIDS Secretariat every two years.
Countries were requested to report on 25 core indicators ranging from AIDS spending and Government AIDS policies to the number of people receiving anti-retroviral drugs or the percentage of most-at-risk populations reached by HIV prevention.
Below are the official 2008 and 2010 submissions to the UNAIDS Secretariat for the monitoring of progress towards the 2001 Declaration of Commitment. Each report is presented exactly as submitted by the country, without editing or other alteration.
The 2010 submissions will form the basis of the Secretary-General's report to the General Assembly as well as the 2010 End of Year Report on the Global AIDS Epidemic.

The progress of national efforts to tackle AIDS is regularly reported in Eastern and Southern Africa. As AIDS responses mature, the quality and depth of monitoring and evaluation continually improves, leading to a better understanding of the various epidemics and an increased appreciation of the strengths and the weaknesses of the national responses to AIDS.
Many AIDS programmes report against both targets developed nationally and against targets developed internationally. Countries that signed the 2001 Declaration of Commitment are required to report against 25 indicators (see Fact sheets 2). Some of these indicators are also used to track progress towards the Millennium Development Goals and progress towards achieving universal access by 2010.
This advocacy and information pack brings together key data submitted to UNAIDS in national progress reports in Eastern and Southern Africa in early 2008.
