This document aims to promote a common understanding of mainstreaming and summarises lessons learned. The framework builds on and complements the numerous existing efforts developed by different agencies, by focusing on strengthening adequate and coordinated technical support to mainstreaming processes in partner countries.

Written for both country level policymakers and practitioners and international agencies, this document provides a systematic approach to mainstreaming by listing five key principles enabling analyses of where and when to introduce and implement HIV and AIDS mainstreaming. The findings are based on global, national, sector and subnational experiences with mainstreaming across Africa.

Outlines key aspects of addressing HIV within development programmes and policies. It notes the need to draw on experiences learned from gender mainstreaming and looks at what steps are required to move the UN system response towards mainstreaming for more effective programming.

Reviews experiences of mainstreaming AIDS in national development instruments (Poverty Reduction Strategy Papers and national development plans), and technical support provided to national partners in this area. The findings and recommendations of the report are intended to inform regional consultations and national action on strengthening mainstreaming processes for scaling up multisectoral national responses to AIDS.

Serves as a resource to enable practical action to implement National Action Frameworks for HIV and provides a unified approach for implementing stakeholders to use in collaboration with National AIDS Authorities. The guide is presented in two complementary parts: Part I presents the essential concepts and lessons of mainstreaming. Part II offers a simple step-by-step approach to mainstreaming AIDS-related strategies and activities into sectors and programs.

AIDS, Poverty Rreduction and Debt Relief: A Toolkit for Mainstreaming HIV/AIDS Programmes into Development Instruments. Geneva, 2001
This best practice publication is a training resource for country teams and their partners (NGOs and donor/government agencies) at national and sub regional levels. Focusing on PRSPs and HIPC initiatives, the toolkit looks at the national AIDS programme as a contribution to poverty reduction. It describes the essential HIV and AIDS content that should be written into the PRSPs and HIPC documents and gives some guidelines for how to do this.
