(Peter Godwin, February 2008)
During September-November 2007, the RST ESA undertook a thorough review to analyze and document the experience and progress made in Eastern and Southern Africa in the establishment and functioning of Joint UN Teams on AIDS and the development of one Joint Programmes of Support on AIDS with a focus on identifying best practices and lessons learnt; and especially processes that have led to a positive change and improved response from the UN on HIV. The review has identified important lessons with regard to what helps create success, what causes problems, accountability, and the implications for UNAIDS which relate to the critical role of technical support, the importance of advocacy, and the need to assess impact.
