UNDP works to help countries to develop the capacities required to achieve the Millennium Development Goals (MDGs).

HIV-related Mission

UNDP's contribution as a cosponsor of UNAIDS is to develop national capacity to respond to AIDS. As such UNDP assists countries to implement the 2001 Declaration of Commitment on HIV/AIDS as well as to achieve the Millennium Development Goals. UNDP is the lead organization for addressing HIV and development, governance, mainstreaming, human rights and gender.

Key Roles of the HIV and AIDS Team at the Regional Service Centre (RSC)

One of the strategic areas of support included in the UNDP Africa Regional Cooperation Framework is to reduce the threat and impact of HIV and AIDS on Africa. The Regional Service Centre (RSC) brings together the various country support components of UNDP in the region, the Southern Africa Capacity Initiative and the HIV and AIDS Group.

Southern Africa Capacity Initiative (SACI)

The challenges of increasing HIV, food insecurity and deepening poverty (a triple threat) in the Southern African region brought into sharp focus the need to examine national and regional capacity to deliver on key development outcomes. HIV and AIDS placed an extraordinary burden on the public service in general and on health systems in particular. It is against this background that the SACI was launched in 2004, as UNDP's contribution to the UN system-wide response to the triple threat in the Southern African region – a unique context that called for innovation in all aspects of capacity development.

SACI Project was designed to accomplish four mutually reinforcing and inter-related objectives, to

  • Develop new policies that assist public institutions in performing increasingly complex functions
  • Find innovative solutions, incorporating new technologies, for improving service delivery
  • Re-position public service training institutions so that they focus on facilitating improved service delivery, through consultancy, training and research as a way of meeting new demands for skills
  • Offset the immediate loss of skilled human resources by mobilizing volunteers wherever necessary

UNDP Regional HIV and AIDS Group, Africa

UNDP's HIV and AIDS Group at the Regional Service Centre, Johannesburg, seeks to increase the understanding of the relationships between HIV and development using policy dialogue, research and systems thinking in sub-Saharan Africa. The vision is to facilitate support to countries in formulating policies, strategies and actions to encourage development efforts that inhibit transmission of HIV in communities and reduce the impact of AIDS-related illnesses and deaths on societies’ capacities to attain development goals. UNDP focuses on three core areas of action

HIV and Human Development

In order to support countries to mitigate the impact of HIV on human development, UNDP promotes multisector responses that mainstream HIV into national development plans, sector programmes and decentralized plans. In partnership with the World Bank, UNDP provides technical support to assist countries to more effectively integrate HIV into poverty reduction strategies and implementation modalities. In addition, UNDP supports countries in generating enabling trade, health and intellectual property legislation for sustainable access to low-cost, quality AIDS medicines.

Governance of HIV Responses

UNDP supports harmonization and alignment of UN system and donor assistance to national AIDS authorities, and provides implementation support for the three ones principles for coordination of national AIDS responses. UNDP builds capacity for the development and implementation of HIV strategies, and through the Resident Coordinator system supports the integration of HIV/AIDS into UN Country Team common country programming processes, to increase effectiveness of programmes and minimize transaction costs.

Human Rights, Gender dimensions of HIV

UNDP supports countries in creating an enabling human rights environment to protect the rights of people living with HIV, women and vulnerable populations. This includes addressing stigma and discrimination, gender relations that render women and girls vulnerable to infection, and promoting legislative and other measures to ensure the full enjoyment of human rights. UNDP actively supports the involvement of people living with HIV in the planning, implementation and evaluation of responses to HIV.
