UNODC is the lead UN agency for HIV/AIDS prevention and care among injecting drug users, people vulnerable to human trafficking and in prison settings

HIV-related Mission

The agency aims to raise awareness and to support global, regional and national efforts to prevent the spread of HIV in the three areas. In addition to East Asia and the Pacific, Eastern Europe and Central Asia-regions where intravenous drug use is known to drive the AIDS epidemic, priority geographic areas for programming activities include and Africa where HIV in prisons is a major concern and injecting drug use an emerging issue

Key Roles of the Regional Offices

The UNODC HIV Unit Strategic Programme Framework and the Sharm-el-Sheikh Action Plan against Drug Abuse and HIV/AIDS in Africa define the priorities of the regional office response to the epidemic as

  • Raising political and public awareness within Africa and the international community
  • Convening partners meetings at the global level to develop a global strategy and regional meetings for regional adaptations
  • Establishing national multi-sectoral technical working groups to develop evidence-based, gender and age-sensitive national strategies and programmes on HIV prevention and care for injecting drug users and in prison settings of selected countries, while fully respecting human rights
  • Providing technical assistance for rapid assessments, monitoring and evaluation
  • Building capacity of governments and civil society to address HIV prevention and care among injecting drug users, people vulnerable to human trafficking and in prison settings
  • Assisting in resource mobilization through HIV/AIDS prevention and care
  • Supporting national authorities in developing legislation, policies, and standards of HIV prevention and care that enable the implementation of effective services for injecting drug users, people vulnerable to human trafficking and in prison settings
  • Strengthening national capacity in monitoring HIV epidemics
  • Mainstreaming HIV into all programme and project development undertaken by UNODC, including those targeting drug abuse and violence against women

Key Roles of UNODC within the Regional HIV and AIDS Team (RHAT)

To provide support to RHAT and countries in the normative, technical and programmatic aspects of HIV prevention and care among injecting drug users, people vulnerable to human trafficking and in prison settings
